پادمان دولت موقت در تبعید ایران

الف- تعریف

پس از سرنگونی رژیم جمهوری اسلامی بتوسط مردم ایران، دولت موقت در تبعید ایران فقط برای جایگزینی سریع و اظطراری وظایف دولتی خود را جهت اداره کشور در ایران آزاد آغاز میکند. اعضای این دولت که خود را مستخدمین ملت بزرگ ایران میدانند با آگاهی به مشکلات و مخاطرات این مسولیتهای سنگین به خداوند بزرگ وبه اعتقادات ملی خویش سوگند یاد میکنند که همگام با ملت ایران جلوی کشت وکشتار کور، هرج ومرج وغارت یا تخریب اموال عمومی و شخصی، تجزیه خاک ویا حظور ودخالت بیگانگان را که ایرانیان شدیداً از آن گریزانند را گرفته و با استقرار امنیت ملی، اجتماعی و اقتصادی در زیر پرچم ملی ومقدس سه رنگ ایران، مفاد اعلامیه حقوق بشر را که در* ضمیمه این پادمان عرضه میشود را
بصورت بنیادین و به یاری و اراده ملت ایران به اجرا گذارد

ب- پیش شرطها

دولت موقت در تبعید ایران متعهد میشود در اولین فرصت و بلافاصله پس از برقراری امنیت لازم جهت برگزاری انتخابات ماهیت و اعضای دولت آینده ایران، در یک فضای رقابتی آزاد، سالم و منصفانه و با حظور ناظرین خوشنام داخلی و خارجی را به نتیجه رای و همه پرسی از ملت بزرگ ایران واگذار نماید. بدیهی است که وظایف و اختیارات دولت موقت از آن تاریخ به بعد پایان میپذیرد.

دولت موقت در تبعید ایران اساس کار خود را بر پایه دموکراسی و مشروعیت و ارتباطات مردمی بنا نهاده است. از اینرو این دولت ضمن یاری رساندن به ملت بزرگ ایران جهت نجات کشور از دست دشمنان جنایتکار داخلی ، از هر گونه جناح و دسته بندی سیاسی و یا ضد ملی پرهیز و دوری میکند. از اینرو دولت موقت با سلیقه ها و عقیده های متفاوت که از بطن مردم وجامعه ایران بیرون آمده متحد و قدرتمند تشکیل شده است. شاخصهای اصلی مستخدمین دولت موقت عبارت است از: میهن دوستی، افتخار به ایران و ایرانی بودن و خدمت به ایرانیان با سابقه نیک نامی، پرهیز از خشونت و نداشتن سابقه کیفری( به جز زندانیان سیاسی )، آزادیخواهی به معنی قرار دادن حقوق فرد انسانی در مرکز تفکر سیاسی، احترام گذاشتن به رای وحقوق و حریم دیگران، صلح طلبی و خواهان داشتن ارتباطات سیاسی- اقتصادی-گردشگری متقابل با تمام ملل دنیا و احترام به کرامات والای انسان، مدیر ومدبر و توانا در برآوردن اعتماد و اتحاد ملی بین آحاد و اقوام کشور با ارتش ملی ایران و نیروهای مسلح کشور، عدم دخالت دین و آیین در سیاست و بطور کلی عشق و علاقه درایتمندانه به ملت بزرگ ایران جهت خدمتگزاری عاشقانه به فرزندان و زنان و مردان کشور، میباشد

دولت موقت در تبعید ایران بنا به خواست مردم خود را موظف میداند که فوراً هماهنگی های لازم با حقوقدانان و کارشناسان و علاقه مندان تاسیس و اجرای مجلس موسسان را برای تدوین قانون اساسی نوین ایران که ستون و شاخص کشور از نحوه انتخابات و همه پرسی دولت آینده گرفته تا مجلس و دادگستری ایران آزاد را شامل میشود، به عمل آورد

ما اعضای دولت موقت در تبعید ایران یکبار دیگر جهت ایجاد فضای بیشتر صمیمیت و اعتماد متقابل در این شرایط خطیر، بحرانی و سرنوشت ساز کشور با ملت بزرگ ایران پیمان میبندیم که با فراخواندن همه گروها و گرایشها، دیوارهای ترس و بدگمانی که نجات میهن و پیروزی ملت بزرگ ایران را تهدید میکند فرو ریزیم و در این راه ازکوشش خستگی ناپذیر و روحیه خدمتگذاری خود به سرنوشت ایران وایرانیان بهره جسته و لحظه ای از کار و تلاش باز نایستیم. بنابراین خواهشمندیم با مشارکت و یا اعلام نظرات خود در خصوص خدمتگزاران ملی، ضمن یاری رساندن به ملت و دولت موقت ایران، ما را از تواناییها، انتقادات و پیشنهادات یا اطلاعات خود مطلع کنید. شایان ذکر است بزودی اساسنامه دولت موقت درتبعید ایران و فراخوان و اطلاعیه بعدی آن به عرض ملت بزرگ ایران خواهد رسید. این پادمان در1+4ماده ثبت و ضبط گردید

General Outline of The Transitional Government of Iran in Exile (TGIE)

A-Definition
Following the overthrow of the Islamic Republic of Iran by the Iranian people, the Transitional Government of Iran in Exile (TGIE hereafter) for quick and urgent filling of the power vacuum within Iran embarks on its governmental duties and administering tasks. Members of this government, considering themselves as servants of the Iranian people, knowing the problems and dangers facing such a heavy responsibility, swear to the Great God and to their national commitments that together with the Iranian people, they will stand firmly against blind massacres, anarchy, lootings and destruction of private and public properties. They will also firmly stand against disintegration of the country and the presence and interference of foreigners in Iranian internal affairs, something that Iranians are highly sensitive to and strictly against.

TGIE through establishing national, social and economic security under the sacred three colour flag of Iran will start implementing, in a fundamental way, the universal principals of Declaration of Human Rights within the country.

Prerequisite 1
Following the establishment of necessary security within the country TGIE is unconditionally committed to a referendum for defining the nature of the future Iranian government. It is also committed to an election for electing the members of the future Iranian government. Both actions will be totally free and fair and under the supervision of well known Iranian and International figures.

Prerequisite 2
TGIE has founded its activities on democracy, legitimacy and public communications. Therefore, while assisting the Iranian nation in its fight for freeing the country from internal criminals, it distances itself from political or anti-national fractions. Hence, TGIE is shaped by different beliefs and inclinations existing in the core of the Iranian society. The key and main properties of the servants of TGIE is as follows: Patriotism, proud to be Iranian, be willing to serve Iranians and Iran, supporting a non-violent struggle strategy, not having a criminal record (with the exception of political imprisonment records), freedom loving in a sense to position human individuals at the centre of his/her political thought, respect for the right and opinion of others and their personal/private territory, peace loving and having strong believe in the importance of political, economic and cultural relationships with all other nations, respect for human dignity, capable and intelligent management, capable of establishing trust and unity between the Iranian people and different ethnic groups in Iran with the help of cooperative attitude of Iranian National Armed forces, strong belief in the necessity of separation between religion/ideology and politics. In brief, a deep love and interest in serving great Iranian nations and its children, women and men.

Prerequisite 3
TGIE in total harmony with the will of the Iranian people considers its duty to make necessary arrangements and coordination with lawyers, experts and interested individuals in order to organise the Constituent Assembly. It is within this assembly that the constitution, which is the pillar and the cornerstone of future elections and referendums in the country for government, parliament and legal bodies, will be prepared.

Prerequisite 4
In order to create a sincere atmosphere and mutual trust in the current volatile, critical and momentous situation, we, as the members of TGIE, once again promise the Iranian people that by calling all political groups, organisations with different tendencies, together and cooperating with them we will try hard to eliminate the atmosphere of fear and suspicion that threatens the task of emancipating our motherland and the victory of the great Iranian people. We promise not to resign even for a second from perseverance and serving the task of building a bright future for all Iranians. We promise not to stop even for a second from endeavouring in this path. Therefore, we request your participation in this struggle and ask for your opinions about this national task our request from you is, while assisting the Iranian people and TGIE, to let us know your suggestions and criticisms. Let us add here that the Constitution and the Charter of TGIE will be released very soon.
